Sending a private message to another user is like sending them an email within the ATC forums. They will be notified when they next log in that they have a message waiting to be read.
To send a message, click on the name of the user you'd like to send it to next to their post. Choose "Send Private Message" from the drop-down menu. It's pretty self-explanatory from there.
